Persons with disabilities are defined as those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others.
Convention 
The procedure is initiated at the request of the interested party.
Application procedures:
- Submission of application to the Administrative Body corresponding to the interested party's Autonomous Community
of residence or Territorial Office of IMSERSO for Ceuta and Melilla
. To facilitate the submission of the required documentation, the different communities have established different application forms:
- The interested party will provide the documentation which, if applicable, proves their identify and health situation.
- For people who had a certain level of disability recognised previously, as soon as they see a disimprovement in their health condition, they can apply for a review procedure providing the necessary documents.
Where to apply for it
- It can be applied for in person or by mail at any of theTerritorial Offices of IMSERSO in the case of the Autonomous Cities of Ceuta and Melilla, in the Central Services of IMSERSO, as well as in the registration offices established for this purpose by the Managing Bodies of the Autonomous Communities with this management competence;
- In addition, it is possible to submit the application using any of the methods established in Article 38.4 of Law 30/1992

Resolution:
Once the person has been recognised by the Evaluation and Orientation Centre Team, the managers of the Bodies competent in the matter in the Autonomous Communities or the Territorial Offices of IMSERSO need to make an express resolution on the recognition of the level, as well as the scoreobtained in scales to determine the need of the assistance of another person or mobility difficulties, if applicable. The recognition of the level of disability is understood to take place as from the application date, and the review date should be indicated.

Against the definitive resolutions, the interested parties can make a claim through the social jurisdicational process, in accordance with Article 71 of Act 36/2011, of 10 October, which regulates Social Jurisdiction

The accreditation of the level of disability will be valid throughout the Spanish state.
